Punjab Land Records Authority 2

The Punjab Land Records Authority (PLRA) has digitized land records in Punjab, Pakistan, making the process of issuance of Fard (land ownership document) more transparent, efficient, and user-friendly. Here is a detailed guide explaining the entire process of Fard issuance through various methods offered by the PLRA.

What is Fard?

Fard is a legal document that provides proof of ownership of land. It is commonly required for:

  • Sale or purchase of land
  • Legal disputes or court cases
  • Transfer of property
  • Bank loans
  • Verification of ownership

Types of Fard

  1. Fard Malkiat (Ownership): Used to prove ownership of a particular piece of land.
  2. Fard Badr (Mutation/Transfer): Used to transfer property ownership from one person to another.

Step-by-Step Guide to Fard Issuance Process

Method 1: Visiting an Arazi Record Center (ARC)

Locate the Nearest ARC

  • Visit the Punjab Land Records Authority website to find the nearest Arazi Record Center (ARC) in your district or tehsil.
  • ARCs are responsible for managing computerized land records in their respective areas.

Required Documents

  • Original CNIC (Computerized National Identity Card): A must for identity verification.
  • Land Details: You must provide land-related information, such as Khewat, Khasra, or Khatooni numbers. These numbers represent the unique identification of your property in the land records.
  • If applying on behalf of someone else, an Authority Letter from the property owner is required.

Application Submission

  • Visit the ARC with your original CNIC and fill out an Application Form for Fard issuance.
  • Provide your land information and the purpose of obtaining Fard, whether it’s for sale, transfer, court case, or a loan application.

Verification of Records

  • The PLRA staff at the ARC will verify your land ownership details from the digitized land record database.
  • This process ensures that the property belongs to the applicant, preventing fraud or discrepancies in land records.

Payment of Fees

  • Once your details are verified, you will be asked to pay a fee for the issuance of Fard.
  • Fees may vary based on:
  • The type of Fard (Malkiat or Badr)
  • Urgency (same-day issuance may cost more)
  • Tehsil or district location
  • Payment can typically be made in cash at the ARC.

Issuance of Fard

  • After fee submission and final verification, the Fard document will be printed and handed over to you.
  • The process typically takes 30 minutes to a couple of hours, depending on the workload at the ARC.

Receipt and Record-Keeping

  • Keep the receipt provided during the process for future reference.
  • The issued Fard can be used as legal proof of land ownership for your specified purpose.

Method 2: Online Fard Issuance via PLRA Website

  1. Visit the Official PLRA Website
  2. Register/Login
    • If you don’t have an account, you will need to register by providing your CNIC number, mobile number, and other basic details.
    • After registering, log in to your account to start the application process.
  3. Apply for Fard Online
    • Navigate to the section for Fard Issuance.
    • Enter the required land information, including Khewat, Khatooni, or Khasra numbers.
    • Specify the purpose of obtaining the Fard, e.g., for sale, court cases, or loan applications.
  4. Payment of Fees
    • Fees for online Fard issuance can be paid through various payment methods, such as:
      • Mobile banking
      • Credit/Debit cards
      • Easypaisa/JazzCash
      • Direct bank transfers
  5. Download or Collect Fard
    • After successful payment and verification, the Fard will either be available for download from the website or can be collected in person from the nearest ARC.
    • If required, you may also receive an email notification once the Fard is ready.

Method 3: Fard Issuance via E-Khidmat Markaz

E-Khidmat Markaz centers provide government services under one roof, and the Fard issuance process is one of the services offered. Here’s how you can apply for a Fard at an E-Khidmat Markaz:

Visit E-Khidmat Markaz

  • Go to the nearest E-Khidmat Markaz center.
  • These centers are present in various cities and districts of Punjab.

Submit Required Information

  • Similar to the ARC, provide your CNIC and land details (Khewat, Khasra, and Khatooni numbers).
  • Fill out the application form provided at the center.

Verification and Payment

  • The system will verify your details, after which you’ll be required to pay the fee.
  • Payments can be made directly at the E-Khidmat Markaz.

Collect Your Fard

  • The center will issue the Fard once all steps are completed.
  • This process is streamlined and can often be quicker than applying through other methods.

Important Points to Remember

  • Check for Accurate Land Information: Before applying for Fard, ensure you have the correct land record details (Khewat, Khasra, and Khatooni numbers).
  • Authorized Person: If you cannot visit the ARC personally, an authorized person with an authority letter from you can apply on your behalf.
  • Time Duration: Although the process is generally quick, it can take longer during high-demand periods or if there are discrepancies in the records.

Benefits of PLRA’s Digital Fard Issuance System

  • Transparency: The computerized system eliminates fraud, forgery, and manipulation of land records.
  • Efficiency: The process is faster and more efficient compared to manual systems.
  • Accessibility: Land records are now easily accessible from anywhere in the province.
  • Accountability: PLRA's system keeps a record of all transactions, ensuring accountability in land ownership processes.

By following these steps, landowners can obtain their fards easily and securely, helping to streamline property transactions and avoid legal disputes.
